Mufti Bill and Freedom of Speech- MCA Calls for Inclusive Debate

MCA president Datuk Seri Dr. Wee Ka Siong has called on the Malaysian government to safeguard freedom of speech, emphasizing the importance of including all communities in discussions regarding the upcoming Mufti Bill (Federal Territories) 2024. During his policy address at the party’s 71st annual general assembly on October 20, 2024, Wee stressed that preserving the right to free speech is essential to maintaining a thriving democracy in Malaysia.

Wee highlighted the significance of upholding democratic values, noting that despite differing opinions, the essence of a vibrant democracy should never be compromised. He urged Barisan Nasional (BN) Chairman Datuk Seri Dr. Ahmad Zahid Hamidi, who attended the event, to convey the MCA's concerns to the relevant authorities, ensuring the continued protection of these fundamental rights.

“In this very hall, many of us have had our videos removed from social media platforms, including MCA secretary-general Datuk Chong Sin Woon and several youth leaders,” Wee said. “The rights of the people to express their views must be protected. We cannot allow differences in opinion to undermine the growth of our democracy.”

The Mufti Bill, which is set for its second reading in the Dewan Rakyat, has been a subject of concern for MCA. Wee stressed that while the party supports legislation that benefits the nation, it is crucial to ensure that the voices of all communities, especially non-Muslim groups like the Chinese, are heard before any bill is passed. He emphasized that even though MCA is not represented in the Cabinet, the party remains committed to defending the interests of its constituents.

“MCA has clearly stated its stance on the Mufti Bill, and we hope these concerns will be taken into account before the bill is presented for a vote,” Wee added. “The government must consider the perspectives of all ethnic groups to ensure that no community feels left out in the legislative process.”

Wee cautioned the government to carefully review the provisions of the Mufti Bill, advocating for an inclusive and transparent process that respects the views of political parties, non-Muslim communities, and other stakeholders. He stressed that the Cabinet and Parliament have a responsibility to ensure that any future laws protect the values that have long been cherished in Malaysian society.

Additionally, Wee addressed a separate issue concerning Universiti Tunku Abdul Rahman (UTAR) and the UTAR Education Foundation (UTAREF). He urged Ahmad Zahid to persuade Prime Minister Datuk Seri Anwar Ibrahim to grant permanent tax-exempt status to the university under Sections 44(6) and 127(3A) of the Income Tax Act 1967. Although the Prime Minister previously granted a tax exemption of RM83 million to UTAR, Wee argued that the core issue remains unresolved.

“MCA and UTAR will continue to seek a permanent solution to this matter,” Wee said. He expressed hope that a final resolution could be reached through further discussions with the Prime Minister.
