MANILA, Philippines — The National Police Commission (Napolcom) on Thursday doubted the veracity of the claims of the personal assistant of actress Rhian Ramos that two Makati City police officers physically assaulted him.
In an ambush interview at the National Bureau of Investigation (NBI), Napolcom Executive Officer Rafael Calinisan said he saw no evidence of injury to the complainant, known as “Totoy,“ in the CCTV footage taken inside the Makati Police station.
“Candidly speaking I saw the CCTV in the news and from there I don’t want to prejudge the case but I could not see anybody getting hurt in those CCTV footage release. That’s why we did not order a motu propio investigation,” Calinisan said.
“The reason for this is for us to be able to know kung ‘yung (if the) healed marks may be compatible to a potential wound or marks incurred by a victim na napahawak doon sa tali (who held on to the rope),” he added. Calinisan also noted that he had long been waiting for Totoy to come forward with a formal complaint at the Napolcom office.
“I have been waiting for a complaint to be filed. We haven’t filed any complaint yet until today, there’s no complaint to Napolcom. My hands are tied too,” Calinisan said.
“We have to be fair not just to the complainant, but we also must be fair to our policemen as well,” Calinisan said. Totoy previously claimed that two police officers beat him to force him to admit stealing a red envelope containing sensitive photographs.
The Napolcom said it was prepared to act should a formal complaint be filed.
Meanwhile, the NBI has yet to summon Ramos and beauty queens Michelle Dee and Samantha Panlilio accused by Totoy of torture and illegal detention.
The NBI continues to gather evidence and is evaluating the credibility of the complainant.
