
MANILA, Philippines — The National Council on Disability Affairs (NCDA) has condemned the publication of a caricature depicting Akbayan Representative Percival “Perci” Cendeña in what it described as a demeaning, mocking and offensive manner.
In a statement, the NCDA said that the caricature exploited and ridiculed Cendeña’s physical appearance and disability, calling it an affront not only to the lawmaker but also to persons with disabilities.
The NCDA said mocking a person’s disability or physical features as a form of political attack is unacceptable and discriminatory and has no place in public discourse.
The agency cited the Republic Act 7277, or the Magna Carta for Persons with Disabilities, which it said condemns discrimination, ridicule and the portrayal of persons with disabilities in an offensive or demeaning manner.
According to the NCDA, such portrayals perpetuate harmful stereotypes, reinforce stigma and undermine the ability of persons with disabilities, including elected officials, to serve with dignity and equality.
The agency said that Cendeña serves with “distinction, competence, and dedication,” stressing that his disability is part of who he is and should not be treated as a flaw or subject of mockery.
The NCDA added that reducing Cendeña to a caricature that mocks his person also disrespects the public office he holds, the mandate he carries and Filipinos who support an inclusive society.
“Respect is a standard,” the NCDA said, adding that it stands with Cendeña and for a society where all persons are treated with respect “in words, in actions, and in every image we create.”
