
QUEZON CITY Mayor Joy Belmonte and Navotas Rep. Toby Tiangco topped their respective categories in the latest “Index of Governance” (IOG) survey conducted by the RPMD Foundation Inc., which ranked local officials in the National Capital Region (NCR) based on combined trust and performance ratings.
The RPMD Foundation Inc. released the latest IOG survey results, identifying top-performing mayors and district representatives in NCR based on combined trust and performance scores.
The survey was conducted from April 1 to 8, 2026, through face-to-face interviews with 3,500 randomly selected respondents, with a margin of error of ±2 percent.
In the mayoral rankings under the Tier One category, Belmonte placed first with an IOG score of 88.3 percent, driven by 87.5 percent trust and 89.2 percent performance ratings.
Malabon City’s Mayor Jeannie Sandoval followed Belmonte with 87.4 percent (86.3 percent trust, 88.5 percent performance), then Navotas City Mayor John Rey Tiangco with 86.5 percent (85.7 percent trust, 87.3 percent performance), and Valenzuela City Mayor Wes Gatchalian with 86.4 percent (85.8 percent trust, 87.1 percent performance).
The RPMD said the four mayors were statistically grouped in the same tier due to closely clustered scores, indicating comparable levels of governance performance and public trust.
Rounding out the top-performing NCR mayors were Caloocan City Mayor Along Malapitan with 85.9 percent, Pasay City Mayor Emi Calixto-Rubiano with 85.7 percent, Pasig City Mayor Vico Sotto with 85.6 percent, and Manila City Mayor Isko Moreno with 85.1 percent.
In the district representative rankings, Tiangco led the Top Tier with an 88.2 percent IOG score, backed by 87.9 percent trust and 88.6 percent performance ratings.
Marikina Rep. Miro Quimbo closely followed Tiangco with 87.9 percent (87.5 percent trust, 88.3 percent performance), then Quezon City Rep. Ralph Tulfo with 86.7 percent (86.3 percent trust, 87.1 percent performance).
The RPMD said the three lawmakers were placed in the same tier due to the narrow margins in their scores, reflecting strong constituent confidence and legislative performance.
Trailing closely were Parañaque Rep. Brian Yamsuan with 86.1 percent, Quezon City Rep. Patrick Michael Vargas with 85.8 percent, and Caloocan Rep. Oca Malapitan with 85.1 percent.
Also among NCR’s top-performing district representatives were Quezon City Rep. Marivic Co-Pilar with 84.8 percent; Caloocan Rep. Dean Asistio with 84.2 percent; Valenzuela Rep. Edward Galang, 84.6 percent; Manila Rep. Benny Abante, 83.8 percent; Manila Rep. Ernix Dionisio, 81.7 percent; and Manila Rep. Giselle Maceda, 80.9 percent.
Dr. Paul Martinez, RPMD executive director, said the IOG has become a comprehensive governance assessment tool that measures leaders not only by popularity but also by service delivery, responsiveness and public confidence.
He said mayors were evaluated based on governance and public service indicators, and district representatives were assessed on legislative performance, district representation, responsiveness, accessibility, visibility and constituent service, with all indicators integrated with public trust ratings to generate final IOG scores.
