The New Delhi Municipal Council (NDMC) has invited bids from non-profit organisations and agencies for the supply of cooked mid-day meals to students studying in its schools under the Centre’s PM POSHAN scheme for the 2026–29 period.

According to a request for proposal (RFP) issued by the council’s education department, the selected agencies will provide freshly cooked meals to students from nursery to senior secondary classes enrolled in 42 schools run by the civic body, including 30 NDMC schools, 11 navyug schools and one aided school.

Officials said the selected agencies would be required to operate semi-automated kitchens and function on a non-profit basis in line with the guidelines of the PM POSHAN scheme. The prescribed menu includes wheat and rice-based meals to be served on alternate days during the week. Dishes listed in the proposal include poori with aloo curry, rice with chhole, khichdi, dalia and sambhar and kadhi, served with vegetables to improve nutritional value.

The proposal has also laid down minimum nutritional standards for meals. Nursery and primary students must receive meals containing at least 450 calories and 12 grams of protein, while upper primary and senior students are to be served meals providing 700 calories and 20 grams of protein.

The civic body has prescribed detailed conditions regarding hygiene, kitchen infrastructure and food transportation. Agencies will be required to install CCTV cameras in kitchens, use industrial RO plants, conduct regular medical check-ups of workers and transport meals in sealed insulated containers. The document states that food quality checks can be conducted at any time by doctors, dieticians, school authorities or independent inspection agencies. In cases of substandard food quality or food poisoning, the council may impose penalties, forfeit security deposits or terminate the contract, read the proposal.
