
KUALA LUMPUR – The ongoing political crisis in Perlis has brought to light concerns regarding the leadership of Perikatan Nasional (PN), particularly its prioritisation of political manoeuvring over the stability and welfare of the state.
Noor Amin Ahmad, the chairman of Perlis Pakatan Harapan (PH), has asserted that neither PH nor Barisan Nasional (BN) contributed to the unrest in Perlis. He pointed out that PAS and Bersatu, with a combined total of 14 assemblymen, held a commanding majority to form a stable government, Bernama reported.
"Any issues surrounding the Menteri Besar's position should have been addressed internally within the party without resorting to such drastic measures, which led to the resignation of PAS members and the vacating of three seats," he said during a press conference today.
Noor Amin emphasised that the political instability was not influenced by external parties like PH or BN, noting that it was the result of PN's leadership focusing more on political infighting rather than governance. He questioned why such internal matters were not settled within the party, despite having a sizeable majority.
"I am not saying the Menteri Besar cannot be replaced, but when you hold such a significant majority, it is surprising that internal discussions did not take place. This only reflects a leadership deficiency," he added. "This situation has unnecessarily drawn the royal institution into political disputes."
Noor Amin further commented on the statement by Perlis state assembly Speaker Rus’sele Eizan, who suggested that by-elections for the affected constituencies—Chuping, Bintong, and Guar Sanji—might be necessary to preserve the state's political stability. According to Noor Amin, this could serve as an opportunity to strengthen cooperation between BN and PH in Perlis, especially given that the assembly had reached its third year of term on December 18.
Reports previously suggested that several PN assemblymen had met with the Raja of Perlis, Tuanku Syed Sirajuddin Jamalullail, to express a lack of confidence in Menteri Besar Mohd Shukri Ramli's leadership.
On December 24, PAS president Tan Sri Abdul Hadi Awang announced that the membership of three assemblymen—Saad Seman (Chuping), Fakhrul Anwar Ismail (Bintong), and Mohd Ridzuan Hashim (Guar Sanji)—had been immediately revoked under PAS's constitutional provisions, leading to the vacancies.
Following these developments, Mohd Shukri Ramli held a press conference to confirm his voluntary resignation as the Menteri Besar, citing health reasons, pending approval from the Raja of Perlis.
In the 15th General Election, Perikatan Nasional (PN) secured 14 seats in the Perlis state assembly, with PAS winning nine and Bersatu taking five. Pakatan Harapan (PH) managed one seat through PKR in the DUN Indera Kayangan constituency.
Under provisions of the Perlis State Constitution, by-elections are triggered when the government's majority is affected. Despite the assembly having two years left in its term, the vacancies must be filled to maintain governance and stability.
Former Election Commission chairman Tan Sri Abdul Aziz Mohd Yusof confirmed that the Election Commission is required to conduct by-elections if the Speaker certifies that the majority has been compromised. "If the Speaker announces that the majority has been affected, the Election Commission must proceed with a by-election," he said.
Abdul Aziz also highlighted the risks of a disrupted majority, such as potential votes of no confidence, which would further undermine the functioning of the state assembly. He explained that, should the majority be lost, the Menteri Besar may seek permission from the Raja of Perlis to dissolve the assembly and call for state elections.
The political instability in Perlis was further compounded by the vacancies in the Chuping, Bintong, and Guar Sanji seats, which were announced by Speaker Rus’sele Eizan on December 25. In accordance with the Perlis State Constitution, these vacancies must be addressed, despite the assembly having completed more than three years of its term. - December 27, 2025
