- Scotland has introduced strict new legislation under the Tobacco and Vapes Act 2026 banning under-18s from purchasing all nicotine pouches, strips, pearls, and herbal smoking products.
- The new rules also outlaw the sale of these items from vending machines and prohibit substantial discounts on nicotine products.
- Retailers selling nicotine and herbal smoking products are required to hold a valid registration by 29 April, making Scotland the only part of the UK to track where such items are sold.
- Public Health Minister Maree Todd stated the measures aim to protect future generations from nicotine addiction as products like pouches gain popularity among young people.
- Sheila Duffy, chief executive of Action on Smoking and Health Scotland, welcomed the measures, adding that nicotine consumption severely impacts young people's cardiovascular system, brain development, and mental health.
