The Magpies are owned by the Saudi Public Investment Fund, as are Neves' current club Al-Hilal.
The source adds that Newcastle are fighting the push from other top flight clubs regarding these loans.
They believe the likes of Sheffield United, Manchester City, Chelsea and Brighton will support them.
