The death of a pet dog named Rocky during a stray-catching operation in Port Klang has sparked public outrage, with the Housing and Local Government Ministry and Selangor Veterinary Services Department now investigating the incident.
Housing and Local Government Minister Nga Kor Ming said there would be no tolerance for animal cruelty and that a thorough investigation would be carried out to establish what really happened.
“No place for cruelty or abuse”
In a Facebook post, Nga said every animal, whether stray or owned, deserved to be treated with care and humanity.
He also reminded all local councils to strictly follow established standard operating procedures (SOPs) and ensure enforcement operations are carried out professionally, responsibly and humanely.
Nga said the ministry was taking the matter seriously and that appropriate action would be taken if any SOP breaches or misconduct were found. Meanwhile, the Selangor Veterinary Services Department (DVS) has recorded statements from a suspect and several witnesses as part of its investigation into Rocky’s death.
The investigation is being conducted under Section 29(1)(e) of the Animal Welfare Act 2015, which covers animal cruelty. Those convicted under the provision can face a fine of between RM20,000 and RM100,000, up to three years in prison, or both.
DVS said the investigation would be carried out thoroughly, fairly and without prejudicing any party.
Animal group alleges Rocky was beaten
The controversy began after animal welfare group Stray Animal Association of Malaysia (SAFM) alleged that Rocky was beaten, strangled with a cable or wire and dragged before dying during the operation at Taman Teluk Gedung Indah on July 29.
The group called for a full investigation into what happened.
Police have also opened an investigation under Section 428 of the Penal Code, relating to mischief by killing an animal.
MBDK gives its side
However, the Klang Royal City Council (MBDK) has defended its officers and provided a different account of the incident.
According to the council, the operation became difficult after a woman allegedly acted aggressively, attempted to cut the noose used to restrain Rocky and threatened to harm herself if the dog was not released.
MBDK said the resulting commotion made it difficult for its officers to loosen the rope, and confirmed that Rocky died during the incident. With both allegations and conflicting accounts now on record, authorities are investigating the circumstances surrounding Rocky’s death.
The probe will determine whether there was any animal cruelty, misconduct or breach of SOP during the operation.
