Kota Kinabalu: The State Government has approved the implementation of the Imbalance Cost Pass-Through (ICPT) mechanism for the period of July to December 2025, which will exempt all electricity users in Sabah and the Federal Territory of Labuan from any surcharge.

The decision was made based on controlled generation costs, which do not necessitate the imposition of a surcharge on certain consumers, as was done previously, said the Energy Commission of Sabah (ECoS), in a statement, Wednesday.

The ICPT is a mechanism under the Incentive-Based Regulation (IBR) framework that allows for a review of electricity tariffs every six months, based on actual generation costs compared to projected costs during the regulatory period approved by the State Government.

This means there will be no increase in electricity bills for any users in Sabah during the six-month period.
