Northern region engagement session kicks off Malaysia’s 13th plan

THE Government has officially begun its nationwide stakeholder engagement for the 13th Malaysia Plan (RMK13) 2026–2030, with the first regional session held in the Northern Zone today, marking a major step toward inclusive national development.

The session, hosted in Bayan Lepas, Penang, follows the approval of RMK13 in the Dewan Rakyat on 25 August 2025 and in the Dewan Negara on 3 September 2025. The plan outlines the country’s strategic development direction for the next five years.

Speaking at the session, Finance Minister II and acting Minister of Economy, Datuk Seri Amir Hamzah Azizan, stressed the importance of collaboration between federal and state governments to ensure successful implementation.

“This is not just a briefing. It is a shared process to ensure that the development vision outlined in RMK13 can be effectively realised,” he said.

RMK13 is anchored on four strategic pillars: economic complexity, social mobility, public service reform, and the well-being of people and the environment. These pillars are supported by 122 strategies, over 600 initiatives, and 162 national KPIs.

“We do not merely aspire to become a high-income nation,” Amir Hamzah said. “We want the majority of Malaysians — in cities and villages alike, from Perlis to Perak — to enjoy a dignified life with equitable opportunities to move forward.”

Under RMK13, the government has committed a total investment of RM611 billion. This includes RM430 billion in direct development expenditure (DE), with an additional RM120 billion from government-linked companies (GLCs) and government-linked investment companies (GLICs), and RM61 billion through public-private partnerships (PPP).

Special focus will be given to six less-developed states — Kedah, Kelantan, Perlis, Sabah, Sarawak, and Terengganu — in the allocation of development funds. Projects approved under RMK12 will continue, while future projects will be selected based on data-driven needs and state-specific priorities to ensure balanced and sustainable development.

“The Ministry is committed to ensuring that this engagement session becomes a comprehensive and inclusive platform so that RMK13 benefits all layers of society, leaving no group behind,” Amir Hamzah said.

He expressed confidence that, with the right strategy and collective effort, the nation could achieve remarkable success.

“InshaAllah, I am confident that through the right direction and strategies, we can achieve excellence, provided all parties work hand in hand, as a united entity, avoiding siloed approaches in executing the plan,” he added.
