The Daily Mail says Forest aim to sign Turner for 7m.
Turner will leave Arsenal once they close a deal for Brentford goalkeeper David Raya.
A move to Forest for regular football will strengthen his USA case.
Turner, 29, played seven times in cup competitions for Arsenal last season.
