Obsolete National Laws and Governance Procedures must be Improved: Azam Baki Advocates Digital Reforms

Tan Sri Azam Baki, Chief Commissioner of the Malaysian Anti-Corruption Commission (MACC), has echoed Prime Minister Datuk Seri Anwar Ibrahim's call for comprehensive reforms in the public sector. His recent statements highlight the urgent need to modernize public service systems to boost efficiency and tackle corruption.

In a recent interview, Azam Baki emphasized that reforming public services isn't just about tweaking existing processes but requires a fundamental overhaul. He stressed that adopting digital solutions, such as those used for paying traffic fines, could greatly enhance operational efficiency and significantly reduce opportunities for corrupt practices. Drawing on Qatar's successful digital reforms, Azam argued that Malaysia could benefit from similar advancements to streamline operations and curb corruption.

Azam Baki outlined a clear path for reform, urging department heads and senior officials to critically evaluate and update outdated procedures and governance frameworks. He pointed out that many current systems are antiquated and not only impede development but also create unnecessary obstacles for the public. According to Azam, stakeholders must be held accountable to ensure that service delivery systems are effective and responsive to the needs of the people.

Additionally, Azam highlighted the need for legislative updates to align with contemporary standards. He cited recent amendments by the Companies Commission of Malaysia, which now require companies to disclose their beneficial ownership, as a positive step. Such updates are crucial for ensuring that laws and governance mechanisms are in sync with modern practices.

The MACC chief also touched upon existing legislation such as the Whistleblower Protection Act 2010 and the proposed Freedom of Information Act. He believes these reforms are vital for enhancing transparency and accountability within public services.

Regarding salary increases for civil servants, Azam acknowledged that while salary adjustments are beneficial, they alone won't suffice if civil servants are not managing their finances prudently. He stressed that overspending can lead to financial strain, which might prompt some individuals to engage in unethical practices. To address this, Azam called for a cultural shift towards better financial management and savings among public servants. He noted that in the past, practices such as saving through cooperatives or Tabung Haji were more common and encouraged.

Moreover, Azam Baki pointed out that MACC officers are strictly prohibited from engaging in secondary employment, such as providing e-hailing services. This policy aims to ensure that officials remain focused on their primary duties of serving the public and maintaining integrity.

Prime Minister Datuk Seri Anwar Ibrahim's recent announcement regarding the revised Public Service Remuneration System (SSPA) starting December 1 aligns with these reform goals. The SSPA will introduce a 15 percent salary increase for Implementing, Management, and Professional groups, and a 7 percent increase for the Top Management group. This adjustment is intended to enhance public service efficiency and align compensation with the growing expectations of service delivery.

Azam Baki’s call for reforms is a reminder that tackling corruption and improving public service efficiency requires both systemic changes and a cultural shift within the public sector. The path forward involves embracing digital solutions, updating outdated laws, and fostering a culture of accountability and prudent financial management.
