MANILA, Philippines — The Office of the Ombudsman on Thursday filed a flood-control related plunder case against Sen. Jinggoy Estrada before the Sandiganbayan.
The case will be raffled to a court division which will determine whether there is probable cause. If it finds there is, it will issue an arrest warrant against the senator.
