MANILA, Philippines—The Office of the Ombudsman is preparing a plunder complaint against former speaker Martin Romualdez and former Senate president Francis Escudero in connection with the budget process adopted during their leadership.

Ombudsman Jesus Crispin Remulla made the announcement on Monday.

“We have been seriously preparing a case of plunder against the two lawmakers,” Remulla said. "Flood control related in so many ways," he added, when asked to elaborate.

"It's actually the way that the budget was passed upon by the two houses and how many things happened or have been implemented because of that," he added.
