
PILOT implementation of a new taxpayer portal has started as part of Bureau of Internal Revenue (BIR) efforts to modernize tax administration, improve services and reduce in-person transactions.
In Revenue Memorandum Circular 53-2026 issued on Tuesday, the BIR said the portal would initially cover taxpayers registered under the agency’s Large Taxpayers Service (LTS), allowing them to access tax information and monitor compliance obligations through a centralized digital platform.
The portal will provide users with a “single-view online access” to their tax records, including registration details, filed tax returns, payment transactions and account ledgers.
Taxpayers under the LTS can use the platform to view registration information, monitor the status of filed tax returns by tax type or form type, track tax payments, access account ledgers, and receive system-generated notifications and reminders for filing and payment obligations.
The BIR said the initiative was part of continuing efforts to modernize tax administration, enhance taxpayer services and promote ease of doing business.
“With the said features, the need for manual follow-ups and in-person visits to BIR offices will be reduced,” BIR Commissioner Charlito Martin Mendoza said.
The rollout comes as the tax bureau continues to expand its digitalization initiatives to improve compliance and streamline tax processes.
Earlier this year, Mendoza said the agency was prioritizing online systems and digital tools to make tax compliance easier and more transparent for taxpayers.
The BIR has been ramping up electronic tax services in recent years, including online filing and payment channels, electronic invoicing systems and digital verification tools. The agency earlier reported that around 85 percent of tax payments in 2025 were made through electronic channels.
The portal’s pilot implementation is intended to help ensure the operational readiness of the system before it is expanded to other taxpayer categories nationwide, the BIR said.
Taxpayers under the LTS who encounter technical issues or need enrollment assistance were advised to coordinate with their respective large taxpayers office or division.
