Kota Kinabalu: Foreign Worker Recruitment Agencies Association (Pappas) has proposed to the government to only allow private employment agencies with Category C licence issued by the Sabah Department of Labour with a security deposit of RM250,000 be allowed to liaise and manage foreign employees in Sabah.

The proposal was made by Pappas in its Annual General Meeting held at Sutera Harbour Golf and Country Club, here on July 13.

Among those present were Pappas president Anthony Leong, deputy president Tang Kah Kiang, secretary general Gabriel Lohuban, assistant secretary general Mary Yu, treasurer general Irene Leong, exco and members.

The AGM also discussed the digitalization of foreign workers in Sabah, with the organisation expressing its desire to continue discussions with the state agency concerned and the state government-owned business that was contracted to carry out the digital registration scheme.

During the session, Pappas members were informed to obtain letter of appointment from their clients or employers to manage and represent the latter.

This is to ensure only employment agencies holding Category C licence are appointed to deal with the company appointed by the State Government.

On the digital registration of foreign labour and foreigners in Sabah, Pappas has invited all new private employment agencies with Category C licence to join the association in effort to assist the State Government in the implementation of the programme.

The association said the move was in response with the Deputy Chief Minister I Datuk Seri Dr Jeffrey Kitingan’s statement on June 2 that the exercise would be expanded throughout the state to cover plantation, agriculture, manufacturing and squatter housing.

Jeffrey, who heads the special committee for the programme, said the registration exercise is expected to be completed by the end of this year.
