Opensignal: Unifi Offers Best Mobile Network Experience, CelcomDigi & Maxis Lead In Consistency

Opensignal has released the November 2025 edition of Malaysia’s Mobile Network Experience Report, which is an assessment of mobile experiences across the country’s five main network operators (CelcomDigi, Maxis, U Mobile, Unifi, and Yes) using real-world measurements collected over a 90-day period from 1 August to 29 October 2025.

The latest findings show CelcomDigi leading Consistent Quality for the first time with a score of 71.7%, moving ahead of Maxis and indicating comparatively stronger day-to-day performance in handling demanding applications. Unifi records the fastest download speeds on average in Malaysia, measuring 13% faster than U Mobile, and is the only operator placed in the Good category for Voice App Experience. The TM-owned operator also leads regionally, securing 33 sole wins and 100 shared wins across states and regions.

Maxis maintains its position in Reliability Experience (less downtime means better score) with 874 points, though both CelcomDigi and Unifi are closely behind; in terms of Coverage Experience – which includes non-5G networks – the same operator scores a big win with 8.5 points, though all five perform identically in this metric with 5G networks, at just 3.5 points out of the 10 points available. So, there’s clearly some ways to go in terms of achieving full 5G deployment.

This edition also introduces Opensignal’s revised 5G Availability metric, measuring the proportion of time 5G users were connected to a 5G network regardless of active usage, while the Availability category has been renamed Time on Network for consistency across the methodology. Under the new metric, U Mobile records the highest 5G Availability at 57.8%, which was likely contributed by its recent ULTRA5G deployment, while Yes retains its lead in Time on Network with a score of 99%, a small lead over other operators in terms of keeping users connected.

Overall, Unifi achieves the greatest number of national awards with five outright wins and five shared wins, driven by performance improvements across experience categories. CelcomDigi secures three outright wins and four joint wins following its new lead in Consistent Quality, while Maxis, U Mobile and Yes each claim one category win.

Opensignal also pointed out major milestones within Malaysia’s mobile network landscape. U Mobile was given approval to build a second national 5G network powered by 5G Standalone (5G SA), which went online in August 2025 as ULTRA5G, and is targeting 80% population coverage by 2H 2026. Meanwhile, Digital Nasional Berhad (DNB) recently introduced 5G-Advanced capability with Ericsson, with Yes as the first operator to launch the service commercially. Maxis has also accepted the offer for 2x10MHz of 2100MHz spectrum from MCMC, which is expected to boost its 4G network performance.
