
DOMESTIC shipping operators have expressed support for the Maritime Industry Authority’s (Marina) proposal to implement a mandatory online ticketing system.
During a public consultation in Batangas City, stakeholders reviewed a draft memorandum circular titled “Rules and Regulations on the Mandatory Implementation of the Shipping Online Ticketing System (SOTS) for Inter-Island Passenger Ships.”
Annabell Lagas, director of the Domestic Shipping Service, stated the policy is a necessary step toward maritime digitalization. She explained the system would provide reliable ticket sales and allow authorities to monitor ship capacity in real-time through digital passenger manifests.
Representatives from Montenegro Shipping Lines Inc. called the plan a practical step toward an organized ticketing process, noting they have long sought to digitalize operations to improve passenger service.
Dean Guinocor of Island Water Ferries added that the circular would strengthen their existing “Book at Ease” program by establishing a standardized industry mandate for efficient and comfortable travel.
The proposal covers all domestic inter-island passenger vessels, including roll-on/roll-off (RoRo) ships and fast crafts. Marina aims for the SOTS to improve transparency and prevent common issues such as overbooking and ticket fraud.
Once implemented, the system is expected to shorten port queues and improve travel safety. By using a secure online platform for pre-booking, Marina and shipping operators aim to make sea travel more efficient and predictable for the public.
