Opinion: Government work culture requires CHANGE to show the quality standard of living of the people

Malaysia is still lagging in maintaining satisfactorily or regular public infrastructure/facilities resulting in repair or replacement in the shortest time. Ironically public money is not well spent for better and more conducive living.

The list of public facilities that are poorly or not maintained till today, as I can recall:

Roads, buses, halls, gardens/tamans, motorcycle lanes, tunnels, walk paths, escalators, street lights, bus stops, public flats, garbage bins, playgrounds, football fields, hill slopes, etc.

This issue was prevalent since former premier Mahathir was in power, and BN was predominately in control of both Dewan Undangan Negeri(DUN) and Dewan Rakyat(DR), as well as the local municipality in most states until before 2008.

This shortcoming which I strongly feel is the work culture did not change in the local municipality. Another odd thing is council president/YDP appointment decide by the federal government instead of the state government. For instance, we had a situation when BN was the federal government while states like Selangor, Penang, and N. Sembilan were under the PH. It is an unusual circumstance that brings disharmony between them in operating the municipality. I wish this practice or legal provision to be removed and let the respective state government appoints its municipal president or be elected.

The PH state governments should revamp the work culture and set proper KPIs for every Jabatan or department to asses their efforts or success. Then, councillors are not up to the mark and not bold to highlight shortcomings and improvements and lack interactions with the community.

I can share a case where Selangor state-appointed KDEB wholly owned subsidiary of MBI (Menteri Besar Selangor Incorporated), undertakes cleaning tasks for the entire state. The KDEB seems to appoint another company to do the cleaning in our place in Kajang. This alleged company's workers, all foreigners, are not doing the work properly and don't come to clean. I made a complaint first to Majlis and the councillor, but no proper action was taken. They instead told me to deal directly with the contractor.

This work culture persists and never sees a change in their responsibility and work ethics in managing the community area. Neither the Majlis nor KDEB bothers to come to check the cleanliness. It shows the probability of corruption or cronyism between the Kajang Council and the KDEB contractor.
