If Datuk Seri Shuhaily is removed, another person will replace him.

For those who are working behind the scenes to remove him, it does not benefit them if he is removed.

Until and unless the next in line is in cahoots with those who are trying to sideline Datuk Sri Shuhaily.

For a targeted removal to actually benefit an outside network, the replacement leader must either actively cooperate with them or be passive enough to let the old status quo return.

If the government simply installs another fierce, uncompromised reformer, the effort to sideline Datuk Sri Shuhaily fails to achieve its hidden goals.

From a strategic and institutional perspective, a plot to oust an aggressive Director General like Datuk Sri Shuhaily usually relies on one of three structural outcomes to succeed:

1. The Installation of a "Compliant" Replacement

The most direct benefit to illicit networks or compromised factions happens if the next in line is either in cahoots with them or easily influenced.

A replacement who quietly reverses Shuhaily’s strict internal policies—such as rolling back the intense vetting for border officers or lowering the pressure on "counter-setting" networks—effectively signals a return to "business as usual" without raising public alarm bells.

2. Exploiting a "Leadership Vacuum" and Bureaucratic Inertia

Sometimes, the goal of a setup isn't necessarily to put a specific ally in power, but rather to trigger institutional paralysis.

The AKPS is brand new and still highly vulnerable.

Removing its founding Director-General amidst a public scandal throws the young agency into administrative chaos.

While the government scrambles to find, vet, and appoint a successor, decision-making stalls, internal morale drops, and the aggressive momentum Shuhaily built is lost.

For smuggling syndicates, a few months of institutional distraction and weak leadership is a massive window of opportunity.

3. A "Chilling Effect" to Intimidate Future Leaders

Even if the next person appointed is completely clean, putting Shuhaily through a highly publicized, damaging prosecution sends a powerful, intimidating message across the civil service.

If you push the legacy agencies and entrenched syndicates too hard, you will be broken.

This creates a chilling effect.

The next in line, out of self-preservation, may choose to play it safe, avoid rocking the boat, and look the other way regarding historical border vulnerabilities rather than risking their own career and reputation.

Ultimately, whether this situation functions as a successful setup depends entirely on who the government chooses next if Shuhaily is removed.

The integrity of the next appointment will determine whether the AKPS fulfills its original mission to clean up Malaysia’s borders, or falls back into the decentralized status quo.
