“You change or be changed” was the message to about 130 top Criminal Investigation Department (CID) heads of departments in the police force. “Unfortunately, police officers worked hand in glove with criminal syndicates,” said Bukit Aman Criminal Investigation Department (CID) director Datuk Seri Mohd Shuhaily Mohd Zain.

Some officers were willing to risk the lives of their comrades for payment from syndicates by providing false information during operations because they were corrupt.

In an uplifting, exposing and reminding the police to be efficient speech, the Police CID Director revealed some police officers in a team are willing to kill each other because of money corruptly received from syndicates. Worse still is that even a sergeant can own an Alphard, Velfire, or Mercedes.

A video of his speech went viral and was posted by a top police official on TikTok.

It is an official post by the deputy IGP Datuk Ayub Khan Mydin Pitchay on TikTok.

"This happens because there is no supervision at the lower levels (at the contingent and district levels) to monitor and observe officers' and subordinates' lifestyles.

"How? Have their superiors or supervisors ever asked how they can afford luxury vehicles or declared their assets?"

He hoped that from Bukit Aman to police stations nationwide would continue to do the right action and end the culture of associating with syndicates.

In the motivating, inspiring and reprimanding talk, he told contingent CID chiefs and CID chiefs from district police headquarters across Malaysia during the CID Director's Mandate Ceremony at Universiti Sains Malaysia, Penang, on October 5, Suhaily said that his talk must be taken seriously.

Mohd Shuhaily said supervision by superiors or officers already exists in the police task directives.

"Some officers and members under your supervision engage in misconduct because their bosses don't care (to monitor). And in some cases, it's more than just a matter of not (monitoring and) being informed; their bosses are the same.

"Some bosses (superior officers) go and buy luxury cars together with their sergeants (with syndicate proceeds) and even choose their vehicle registration numbers together.

"This is what is happening in the force," he said.

He also warned all 130 district CID officers who failed to perform their duties according to directives.

"For anyone among these 130 individuals who still fail to follow instructions, I will not only transfer you, but I will also write a recommendation notice stating that this officer is not eligible for a promotion.

"This is because they are not qualified to supervise other higher-ranking officers when, at present, they cannot even handle (the mandate that comes with) their current rank. They make wrong decisions, and sometimes dare not make decisions, play safe and practise public relations.”

Concluding, he appealed: “I want your ideas. I want your commitment. I want your fighting spirit.”
