P158M saved by govt via DBM procurement platforms

CENTRALIZED digital procurement continues to reduce government spending, with the Department of Budget and Management’s Procurement Service Department (PS-DBM) platforms having generated nearly P158 million in savings from the purchase of motor vehicles, software licenses and airline tickets as of early June.

PS-DBM data showed that government agencies saved a combined P157.64 million as of June 8 through transactions conducted via the agency’s electronic procurement platforms.

The e-Marketplace is part of the New Government Procurement Act of 2024, which aims to modernize procurement practices, ensuring greater transparency, efficiency and cost-effectiveness in government spending.

The largest savings came from software and license procurements, which yielded P66.96 million compared with prevailing market prices. Purchases worth P552.09 million made through the eMarketplace had a total market value of P619.05 million.

Of this, delivered orders amounted to P263.27 million, while purchases awaiting delivery reached P288.83 million.

The Department of Social Welfare and Development (DSWD) was the biggest user of the platform for software and licenses, accounting for 40,693 delivered units worth P260.97 million.

Other major procuring agencies included the Department of Information and Communications Technology (P176.12 million), Department of Foreign Affairs (42.88 million), Food and Drug Administration (P28.37 million), and the Subic Bay Metropolitan Authority (P19.74 million).

Motor vehicle purchases generated the second-largest amount of savings, with agencies having procured P2.11 billion worth through the eMarketplace, resulting in savings of P42.72 million compared with market prices.

A total of 1,353 motor vehicles were bought, with 1,103 units already delivered and 250 units either ordered or awaiting delivery.

Among the agencies that bought the most number of motor vehicles were the Pag-IBIG Fund, DSWD, Department of Justice, Development Bank of the Philippines and the Land Transportation Office.

The most frequently procured vehicle models included the Toyota Innova Zenix Hybrid, Toyota Hiace Grandia, Toyota Innova diesel variants, and the Toyota Tamaraw utility van.

Meanwhile, government agencies also generated savings from official travel through the procurement of Government Fare Agreement airline tickets via the PS-DBM platform.

Total savings from airline ticket purchases reached P47.96 million from November 2025 to June 2026. Airline ticket sales totaled P467.87 million during the period.

Among the agencies with the highest airline ticket purchases were the Department of Education, Office of the President, Office of the Presidential Adviser on Peace, Reconciliation and Unity, Office of Civil Defense, and the National Anti-Poverty Commission.

The PS-DBM Virtual Store also offered 29 common-use items at prices that were significantly lower than those available in the market.

The agency estimated savings of P233.18 million compared with the lowest market prices gathered during the preparation of the Approved Budget for the Contract.

The savings rose to P983.46 million when compared with median market prices and reached P2.71 billion when benchmarked against the highest market prices.
