THE Public Accounts Committee (PAC) is set to scrutinise Lembaga Tabung Haji (TH) following concerns raised in a Royal Commission of Inquiry (RCI) report over the pilgrim fund’s management.
PAC chairman Datuk Wira Mas Ermieyati Samsudin said the bipartisan parliamentary committee had agreed unanimously to begin proceedings, with the focus on what has happened since the RCI made its recommendations.
She stressed that PAC would not be repeating the RCI’s probe into TH’s management and operations from 2014 to 2020.
Instead, the committee will examine the government’s response to the findings and assess the extent to which the recommendations have been acted upon.
The RCI report was made public on July 29 and subsequently came under scrutiny in the Dewan Rakyat during a special sitting on Aug 11.
Mas Ermieyati said the report had raised issues that warranted further attention, particularly given TH’s role and the importance of maintaining public confidence in the institution.
“Several questions remain after the RCI report was made public and subsequently debated in the Dewan Rakyat,” she said in a statement today.
She said PAC had the mandate to examine the matter under the Dewan Rakyat Standing Orders, Treasury Instructions and General Circular No. 1 governing the organisation of ministries and departments under the Prime Minister’s Department.
The committee has yet to settle on the scope of the proceedings, including the formal terms of reference and the witnesses who will be called.
A special PAC meeting will be held to determine those details, Mas Ermieyati said.
The committee has previously taken on investigations involving major public spending and governance issues, including 1Malaysia Development Bhd in 2016, RM19.4 billion in outstanding Goods and Services Tax refunds in 2019 and the Royal Malaysian Navy’s second-generation Littoral Combat Ship procurement in 2022.
In the LCS case, PAC began its proceedings after receiving a report from the Government Governance, Procurement and Finance Investigation Committee in 2019.
For its TH inquiry, PAC said it would consider the RCI findings alongside reports by the Auditor-General and audit firm PwC.
Mas Ermieyati said the committee’s objective was to establish accountability in the management of public funds while addressing concerns surrounding TH and rebuilding depositors’ confidence in the institution. – August 26, 2026
