Additionally, the budget also covered the registration of users, both online and offline. As of now, PADU has entered its second phase, which focuses on analyzing and streamlining data for over 10.5 million individuals registered in the database. This phase involves determining household sizes, expenditures, net incomes, and establishing a "use case" for subsidy allocation.
Challenges in Implementing Targeted Subsidies
Despite the substantial development cost, the deployment of PADU in the context of targeted fuel subsidies, particularly diesel, has been less than seamless.
Initially, the government indicated that PADU would play a crucial role in determining eligibility for these subsidies. However, the introduction of the Program Bantuan Subsidi Madani, which necessitates diesel owners to register separately under Budi Madani, has led to questions about PADU's functionality. If PADU indeed contains comprehensive data on households and individuals, the need for additional registration seems redundant and raises doubts about the database's current capacity and accuracy.
Data Completeness and Dynamic Integration
One significant issue appears to be the dynamic and complete integration of data. Rafizi revealed that while PADU holds information on over 10.5 million individuals, this figure is slightly lower than the approximately 10.85 million registrations recorded by the end of March 2023. Given that Malaysia has 21.96 million citizens aged 18 and above, the data coverage is only about half of the eligible population. This incomplete data could potentially hinder the effective implementation of subsidy programs, leading to inclusion and exclusion errors that the government aims to minimize.
Future Prospects and Transparency
Looking forward, Rafizi emphasized that the government is working towards a more transparent and fair mechanism for subsidy distribution.
The criteria for the use case in targeted subsidies are still being refined to ensure that the right groups benefit from the aid, and errors are minimized.
The second phase of PADU's development, which is ongoing, aims to enhance the accuracy and reliability of the data, thereby improving the efficiency of subsidy allocation.
While the PADU database represents a significant stride towards modernizing Malaysia's socio-economic data infrastructure, its current application in subsidy distribution raises critical questions.
The substantial development cost of RM85.27 million highlights the government's commitment, but the effectiveness of PADU in practical scenarios like targeted fuel subsidies remains under scrutiny.
