PRIME Minister Datuk Seri Anwar Ibrahim has confirmed that the Parliamentary Services Bill 2025 will be tabled for its second reading tomorrow, marking a significant step towards strengthening Malaysia's democratic system.
He stated that once approved, the bill would enhance the independence of Parliament, enabling it to better fulfill its duties and responsibilities.
“This bill is crucial in reflecting the maturity of our democratic process. Parliament is the foundation of MPs' freedom of speech, and it should not be overly restricted by the broader public service framework,” Anwar remarked.
He said the bill needs the support of two-thirds of Members of Parliament to be passed.
The Parliamentary Services Bill 2025, which seeks to establish a Parliamentary Service independent from the public service, was first introduced in the Dewan Rakyat on February 24.
This marks a new chapter for Parliament, following the repeal of the Parliamentary Services Act 1966 in 1992.
The bill underscores the MADANI Government's commitment to institutional reforms, specifically the separation of powers between the executive, legislature, and judiciary.
Since the 1992 repeal, Parliament has been under the purview of the Prime Minister’s Department, with a minister overseeing its administration.
Anwar said importance of civil servants understanding the bill's implications, encouraging departmental discussions to ensure that the information reaches all levels of government.
“I hope this matter is highlighted in post-cabinet and departmental meetings to ensure that civil servants fully understand it.
“Otherwise, they may become 'disconnected' from the initiatives taken by top management, as the information does not reach the grassroots level,” Anwar said.
He called on the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, and the Director-General of the Public Service, Tan Sri Wan Ahmad Dahlan Abdul Aziz, to ensure effective communication and understanding of the bill.
In addition to the Parliamentary Services Bill, Anwar also discussed the ongoing drafting of the Public Administration Efficiency Bill, which aims to improve the public service's evaluation system and overall performance.
He noted that the bill is in its final stages and is expected to be gazetted before the end of the year.
When presenting the 2025 Budget, Anwar reiterated the government’s commitment to implementing public service reforms, which he believes are essential for promoting good governance, increasing productivity, and reducing bureaucracy.
