MANILA, Philippines — Pasay City Police chief Col. Joselito M. De Sesto said The Manila Times chief of photographers Rene Dilan and veteran photo editors Bullit Marquez (formerly of AP, now with Vera Files) was mistaken to be among the rallyists who were causing commotion prompting on ground police to attempt his arrest.
Another journalist, Jian Sanz of Bulatlat, was taken into custody after she "accidentally fell and was stepped on by other participants," according to the police report. She was eventually released and no charges were filed against her.
The incident happened during a public assembly in Pasay City on July 22 coinciding with activities related to the ASEAN meetings.
In a statement, the Southern Police District (SPD) deployed personnel implemented established protocols by preventing rallying participants from entering a restricted control. However commotion started ensuing prompting police to manage the situation.
“A pushing and pulling occurred between some rally participants and police personnel while maintaining the security perimeter,” said SPD.
According to the SPD, several police officers “also sustained injuries” during the incident.
“Nevertheless the Southern Police District takes all allegations against its personnel seriously,” SPD said.
The PNP reiterated that it recognizes the important role of journalists and media practitioners in documenting events of public interest and respects their freedom to carry out their work while remaining duty-bound to ensure public safety, maintain peace and order, and implement the law.
“The PNP has consistently reminded all personnel deployed to public assemblies and major events to exercise maximum tolerance, professionalism, and restraint in the performance of their duties. They are likewise expected to observe established operational procedures and uphold the rights of all persons, including members of the media,” PNP chief Jose Melencio Nartatez Jr. said in a statement.
The PNP said they are now conducting an impartial and thorough investigation to establish the facts and circumstances surrounding the incident.
“We assure the public that the investigation will be guided by evidence, due process, and fairness. Should it be established that any personnel acted contrary to existing laws, PNP policies, or prescribed operational procedures, appropriate administrative and other legal actions will be taken,” Nartatez said.
