Pc Andrew Harper’s killers eligible for early release

  • Two of PC Andrew Harper’s killers, Albert Bowers and Jessie Cole, could be released early from prison under a government scheme aimed at tackling overcrowding.
  • Bowers and Cole were sentenced to 13 years in 2020 for the manslaughter of PC Harper, who died in 2019 while responding to a quad bike theft in Berkshire.
  • PC Harper’s mother, Debbie Adlam, described the potential early release as an “insult beyond anything able to be put into words” after being informed by the Ministry of Justice.
  • The government’s early release scheme allows some prisoners to serve 40 per cent of their sentence in prison, rather than the previous 50 per cent, due to projected increases in the incarcerated population.
  • PC Harper’s widow, Lissie Harper, previously campaigned for Harper’s Law, which introduced mandatory life sentences for those who kill emergency workers on duty.
