
PHILIPPINE Coast Guard (PCG) spokesman Noemie Cayabyab has been promoted to commodore, becoming the first female officer in the organization to rise from the enlisted ranks to flag rank, in what officials describe as a landmark moment for the service.
Cayabyab took her oath as commodore on April 16, 2026, following her promotion among 18 PCG officers approved by President Ferdinand Marcos Jr., effective March 6, 2026.
Her elevation is being regarded within the PCG as a historic breakthrough, reflecting both individual perseverance and the expanding pathways for career advancement within the maritime service.
Cayabyab began her career in 2002 as an apprentice seaman and later entered the Officer Corps in 2005. From there, she steadily moved through a series of assignments at the PCG National Headquarters and other units, earning a reputation for professionalism, leadership, and operational competence.
Her rise to flag rank stands out not only for its rarity but for the path she has taken — transitioning from enlisted service to one of the senior leadership ranks in the organization, a progression seldom achieved within uniformed institutions.
Beyond her service record, Cayabyab strengthened her professional credentials with advanced studies abroad, earning a Master of Policy Studies in Maritime Safety and Security in Tokyo, Japan. She graduated first in her class and received the Dean’s Award.
The PCG has described her promotion as a milestone that highlights both institutional reform in career development and the growing representation of women in senior leadership positions within the organization.
