Penang: Hawkers, wet market traders exempted from single-use plastics ban

HAWKERS and wet market traders in Penang are exempted for now from the state-wide ban on single-use plastics because this segment sees such wrappings as essential in conducting their daily operations.

State executive councillor in charge of the environment, Datuk Seri S. Sundarajoo, said that he is forced to clarify matters to avoid any misunderstanding.

This exemption takes into account the operational realities faced by these groups, particularly in handling wet and fresh produce, where suitable, practical and cost-effective alternatives to single-use plastic bags are not yet widely available.

As such, Sundarajoo said that plastic bags will remain the default packaging material for these sectors until appropriate alternatives are identified.

"Penang is actively working with relevant stakeholders, including industry players and manufacturers, to develop viable and sustainable alternatives. In parallel, pilot initiatives are being carried out in collaboration with local authorities to support hawkers and wet market traders in transitioning towards sustainable practices."

Sundarajoo, who chairs the Penang Green Council, said that it will continue to support the move to outright ban all use of plastics through engagement, awareness, and implementation initiatives across various sectors.

While the exemption is currently in place, hawkers and traders are encouraged to begin exploring alternative solutions in preparation for future policy developments.

Updates will be communicated once suitable alternatives have been identified and are ready for broader implementation, said Sundarajoo in a statement.

The enforcement of the ban will, however, apply to the following categories of outlets:

a) Hypermarkets

b) Supermarkets

c) Departmental stores

d) Convenience stores

e) Fast food restaurants

f)  Petrol station convenience stores

g) Chain stores

h) Pharmacies and clinics

 i) Others (to be included in stages)

Sundarajoo urged consumers to bring along their recycled packages/bags when out shopping or packing food for takeout. - April 30, 2026.
