Penang leads and Penang lang should be proud of it's contribution to Malaysia.
For year 2025 Penang recorded a RM22.4 billion in manufacturing investment, an increase of 29 % over year 2024.
An economic powerhouse now, it's exports for the nation was 46.7% , the highest in the nation export in March 2026.
Second is Johor and other states trailing by a wide margin.
The major contributing sector from Penang is Manufacturing - the Electrical & Electronics ( E & E) semiconductor sector.
Penang has become the top exporting state of Malaysia. Its exports skyrocketed by RM17.6 billion during the first quarter of 2026 period, almost entirely fueling the national growth rate by 8.3% in March ( RM148.8 billion)

What makes Penang dynamic?
History.
Like Singapore, Penang is slowly transforming from a mud flat swamp island to an advanced metropolis.
Today you have industrial parks, 2 bridges, expansion work started on Penang Silicon Island. LRT projects, Airport expansion, Penang Hill project and more industrial and foreign investments.
All this is due to the vision of one man - the late Chief Minister - Tun Dr. Lim Chong Eu.
I remember back in 1969 when Penang was withdrawn of it's ‘Free Port’ status and it's economy declining with no jobs😞.
One man stood up and save Penang.
Dr. Lim formed the political party- Gerakan, and made its first win against the Federal government of Alliance in the 1969 General Election to form the first Opposition state in Malaysia.
He won by a thumping majority, sweeping every constituencies based on his two main promises.
'I'll give you economic development and jobs. I'll give you the Penang Bridge if you vote for me!' he shouted in one of his energy charged ceramah session back in 1969.
Penang lang believed him. They gave him their overwhelming support.
He delivered on these two mega promises.

- Free Trade Zones - Jobs.
Penang recovered. The Penang Development Corporation ( PDC) was formed to oversee and attract foreign investments to the state.
Mud flats in Bayan Lepas were gazetted for industrial land development. Dr. Lim took trade delegations to US, Europe, Japan, and brought in foreign investors giving them Export and Pioneer status- tax free incentives.
The electronics industries boomed. Foreign investors came. Swamp lands in Bayan Lepas were converted into industrial land. Factories were built.
Semiconductor firms like Intel, AMD, National Semiconductor, Hitachi, Robert Bosch, from US, Japan, Germany, UK, Singapore, took advantage of the tax free incentives and set up factories here.

Penang’s industrial landscape is currently at a record high, largely due to the massive expansion of the semiconductor business over the last two years.

Industrial Sites & Parks
Penang currently manages 10 major industrial parks under the Penang Development Corporation (PDC), covering both the island and the mainland.
Primary Hubs:
1. Bayan Lepas Free Industrial Zone (FIZ),
2. Batu Kawan Industrial Park (BKIP), and
3. Perai Industrial Estate.
4. Newer Developments:
Bukit Minyak Industrial Park, Penang Science Park.

Penang Technology Park (PTP) in Bertam to meet the soaring demand for industrial land.

The 2026 Economic Census currently underway covers nearly 100,000 business establishments across the state, with manufacturing being a core pillar.
ATEs - Automatic Test Equiment.
The new catalyst for Penang's future growth.
It's been about 60 years since the establishment of the FTZs and Penang has progressed in the value chain from a semiconductor contract manufacturing (EMS- electronic manufacturing services ) foundry to a major manufacturer and exporter of Automatic Test Equipment - ATE.
This is a major milestone achievement for Penang as ATEs are super inspection and test machines for semiconductor chips. It is higher value, higher technology, and AI driven robotic machines. AI , program driven, machine learning capabilities that can perform inspection of semiconductor chips at high speed. They are highly efficient, labor cost savings, accuracy, and high capability. And many are set up by our own local entrepreneurs.
Penang ATE progress.
Penang has the highest concentration of ATE companies and ecosystem partners in the country.
“Within this ecosystem, Penang hosts more than 20 local ATEs companies and over 80 automation, precision engineering, and component firms. The State government has allocated a 10 acre land ( valued at RM40 million) at the BKIP ( Batu Kawan Industrial Park) to establish an ATE campus. The aim is to:
- Create a centralized hub for 14 MNCs and 18 local ATE companies to collaborate.
- Focus on Advanced Packaging, IDM (Integrated Device Manufacturers), and MedTech equipment.
- Help more local firms reach "Local Champion" status under the National Semiconductor Strategy (NSS), aiming for revenues exceeding RM1 billion.
Conclusion.
Even with the Iran War crisis, Tariff war, Penang quietly chalk up increase in export of semiconductors and ATEs. It is now known as the Silicon Valley of the East. With AI, big data GPUs, the demand for ATEs will continue to increase making Penang an important state to Malaysia's economic progress.
Let's wish Penang and Malaysia continuous success in all it's future plans to make a mark in the world as a major player in high tech semiconductors export.
Of course success can only be achieved if we have a politically stable government under the Madani government, peace, harmony and unity amongst it's citizens.
