BUTTERWORTH — Penang has unveiled its second Urban Transformation Centre (UTC) at the Penang Sentral, marking Seberang Perai’s rise as the state’s newest hub for centralised government services.

The first UTC in the state was launched in Komtar, George Town, in 2020.

The UTC Seberang Perai offices were designed and built by Malaysian Resources Corporation Berhad (MRCB) based on guidelines from the Finance Ministry (MOF).

The facility, located within the Penang Sentral Integrated Transport Terminal hub owned by MRCB, will serve as a role model for future UTCs nationwide.

Announced in the 2025 Budget and endorsed by Prime Minister Datuk Seri Anwar Ibrahim, the Seberang Perai UTC reflects the government’s ongoing commitment to improving access to public services, particularly in high-density areas.

Accompanying Anwar at the launch were Penang Chief Minister Chow Kon Yeow, Home Minister Datuk Seri Saifuddin Nasution, Finance Minister II Datuk Seri Amir Hamzah, Chief Secretary to the Government Tan Sri Shamsul Amri, Secretary General of the Treasury Datuk Seri Johan Mahmood Merican and MRCB Group Managing Director Datuk Imran Salim.

The Prime Minister took his time to visit all the facilities and speak to staff and members of the public.

Operating beyond regular office hours, the centre will make it easier for working Malaysians to access essential government services under one roof, including those from the Immigration Department (JIM), Road Transport Department (JPJ), National Registration Department (JPN), Royal Malaysia Police (PDRM) and Health Ministry (MOH).

The UTC Seberang Perai will also mark several milestones, including being home to the country’s fourth MADANI Touch Kiosk (KSM) — the first outside the Klang Valley — and introducing a new Individual Cash Aid Information Hub that consolidates programmes like STR, SARA, and BUDI95, along with eight welfare schemes under the Department of Social Welfare (JKM).

Additionally, a Public–Private Career Hub will be established in collaboration with the Public Service Commission (SPA) and the Social Security Organisation (Perkeso), providing employment opportunities and guidance to jobseekers.

Embracing digital transformation, the centre will feature self-service kiosks, an integrated appointment system, e-payment facilities, and hybrid online–offline service platforms ensuring more efficient and user-friendly service delivery.

With a modern open workspace, integrated queue management system (QMS), and 154 dedicated personnel representing multiple agencies, UTC Seberang Perai is poised to become the national benchmark for future UTC facilities.

The establishment of this new centre reinforces the Madani government’s aspiration of delivering faster, smarter, and more inclusive services to all Malaysians, regardless of location.
