
The Perak State Government has affirmed the validity and constitutionality of its Shariah Criminal Offences Enactment, stating that it remains in force unless legally challenged and annulled. The clarification follows the recent Federal Court ruling concerning the Kelantan Shariah Criminal Code Enactment (I) 2019, which the Perak Chief Minister, Datuk Seri Saarani Mohamad, emphasized does not impact Shariah laws in other states.
Saarani highlighted that the Federal Court's decision pertains to a constitutional issue and does not implicate the standing of Islam or the Shariah Court system in Malaysia. He underscored the need for any amendments to Shariah laws, including the State Shariah Criminal Offences Enactment, to receive approval from the Sultan of Perak.
To ensure comprehensive review and improvement of Shariah laws, Saarani mentioned the existence of the Shariah Legislation Formulation Committee under the Perak Islamic Religious and Malay Customs Council (MAIPk). This committee, comprising legal and Islamic law experts, along with representatives from relevant agencies, is tasked with enhancing the effectiveness of Shariah legislation.
Saarani also addressed the issue of religious enforcement, stating that Perak currently has 60 Officers and Assistant Officers of the Religious Enforcement Officers (PPA), supported by 101 voluntary religious enforcement officers stationed across districts. He assured that the addition of more officers will be based on operational needs and budget considerations.
Regarding the distribution of food baskets, Saarani announced the decision to transfer this responsibility back to the Perak Foundation to be carried out through appointed non-governmental organizations (NGOs). This decision follows concerns over misrepresentation by some ADUN Service Centres, which led to the need for transparent distribution through accredited NGOs.
Saarani emphasized the importance of upholding standards and trust in the distribution process, warning that the state government would revoke accreditation from NGOs found violating set procedures. Saarani also provided updates on the status of religious enforcement officers in Perak, stating that there are currently 60 Officers and Assistant Officers of the Religious Enforcement Officers (PPA), supported by 101 voluntary religious enforcement officers stationed across districts.
