
Companies and individuals must obtain a special permit from KPDN to buy petrol or diesel in containers at fuel stations, with purchases allowed only for 20 litres and above.
PUTRAJAYA: Companies, organisations and individuals must obtain a special permit to purchase petrol or diesel in containers at fuel stations.
The Ministry of Domestic Trade and Cost of Living (KPDN) announced the requirement under the Supply Control Act 1961.
Purchases under the permit are allowed only for quantities of 20 litres and above at prevailing pump prices.
KPDN Enforcement director-general Datuk Azman Adam said this measure aims to prevent misuse of controlled and subsidised fuel.
“Permit holders may store the fuel in drums, plastic containers or other suitable and safe containers,” he said. This is subject to the approved quantity, fuel station location, duration and frequency of purchase.
Applications can be made online via the Supply Permit System at spb.kpdn.gov.my. The permit is offered free of charge to eligible applicants.
Azman listed 10 categories that qualify for the permit. These are forklift operations, water transport, residents in rural and island areas, and food industry operators.
Other eligible categories include water-based recreation, agriculture and livestock, and emergency assistance. The final categories are maintenance, tourism and small-scale construction.
“No parties other than Special Permit holders are allowed to purchase petrol or diesel in containers at fuel stations,” Azman stated. An exception is made for emergency cases where the permitted quantity is below 20 litres.
He added that KPDN had taken note of viral reports regarding the recent practice of filling petrol into containers. The ministry was responding to discussions in mainstream and social media.
Under the Act, fuel stations are only allowed to sell diesel and petrol into vehicle tanks. Sales in containers are prohibited unless approved by authorities or for individuals holding a KPDN Special Permit.
