Petra Urges Swift Action on Kedah Water Plant Delays: Collaborative Solutions Needed

The Energy Transition and Water Transformation Ministry (Petra) has urged the Kedah state government to devise a remedial plan to tackle delays in the upgrading projects of two water treatment plants in the state. Deputy Minister Akmal Nasrullah Mohd Nasir highlighted that the completion of these projects, originally slated for last year, has been hindered by various factors, including obstacles in 'right of way' (ROW) areas and delays in land procurement.

Addressing concerns raised by Ahmad Fakhruddin Fakhrurazi (PN-Kuala Kedah), Akmal Nasrullah emphasized the importance of implementing corrective measures to ensure adherence to project timelines. He stressed the need for collaborative efforts, suggesting strategies such as augmenting the workforce and enhancing the involvement of relevant agencies to swiftly address any impediments encountered during project execution.

It was clarified that the Kedah Public Works Department (JKR) serves as the implementing agency overseeing both projects, supported by a consultant appointed by the state government to oversee project execution from inception to completion. However, challenges related to securing approvals from various agencies, including the Kubang Pasu Municipal Council and Pendang district council, for pipe laying activities along roadways have contributed to project delays.

Akmal Nasrullah cautioned against solely attributing delays to contractors, highlighting the multifaceted nature of the issue involving multiple stakeholders. He emphasized the importance of exercising caution in assigning blame and underscored that extensions of time have been granted to contractors in accordance with contractual provisions.

The scope of the upgrading projects, overseen by the Kedah state government, encompasses the installation of water pipelines spanning from Jalan Sungai Baru to Kuala Sungai along a 5.2-kilometre stretch of Jalan Kubang Rotan as part of the Pelubang water treatment plant project.

Moving forward, it is imperative for all stakeholders to collaborate closely and expedite efforts to overcome obstacles hindering project progress. Transparent communication, proactive problem-solving, and efficient coordination among agencies are essential to ensure the timely completion of these vital infrastructure projects, which are crucial for meeting the water supply needs of the local community.

In conclusion, while challenges may persist, proactive measures and concerted efforts can pave the way for the successful completion of these projects, ultimately enhancing water infrastructure and addressing the needs of residents in Kedah.
