
Penang City Council (MBPP) mayor Rajendran Anthony has clarified that there are no by-laws prohibiting pet owners from bringing their animals to beaches on the island.
“Owners are allowed to take their pets to the beach as no specific laws prevent them from doing so,” he told this writer.
“There is no by-law to disallow pets on beaches. However, if a dog is not leashed and under the control of its owner, we can take action,” he said. He also warned that owners who fail to clean up their dog’s waste could be fined for littering.
The mayor further reminded pet owners to ensure their animals have a valid licence issued by the council. He noted that action could be taken against stray animals and highlighted that dogs are not permitted in public parks under existing by-laws.
“Regarding Gurney Bay, dogs are only allowed in the lower promenade area,” he said.
Rajendran’s comments came after The Rakyat Post reported a complaint shared on the Penang Kini Facebook page by a social media user named “Munis.”
The complaint centred on an owner bringing three dogs to Tanjung Bungah Beach. Munis argued that dogs should not be allowed in seawater as they could “carry diseases we don’t know about” and noted that many Muslims visit the beach.
Many public parks in Penang display “no pets allowed” signage to inform visitors of the restriction.
MBPP beautifies George Town with 3D paintings at bus shelters
Separately, Rajendran said that 600 bus shelters around George Town are in the midst of being upgraded with the assistance of private partners, who will build and maintain the structures.
“These covered bus shelters are not just public amenities but also artistic icons. In collaboration with private partners, we are equipping all these bus shelters with special lighting. This not only enhances safety but also serves as a new tourist attraction,” he said while launching a bus shelter near the Raja Tun Uda Ferry Terminal, Weld Quay with Pengkalan Kota state assemblyman Wong Yuee Harng on December 26.
A selected number of bus shelters will also be decorated with 3D-art murals sponsored by J&T Express, the mayor revealed. Other than the bus shelter at Weld Quay, structures at two other locations have also been completed. They are at the Jalan Kelawai, opposite Gurney Plaza and at Lebuh Light, near the esplanade.
The Brand Manager of J&T Express (Malaysia) Sdn. Bhd., Tham Teck Lim, said the courier company, under its corporate social responsibility (CSR) programme, spent approximately RM150,000 to decorate three selected bus shelters with 3D artwork and captivating murals, including the area in front of the Raja Tun Uda Ferry Terminal Bus Terminal here.

The project to decorate bus shelters is expected to breathe new life into George Town’s landscape while showcasing the creativity of local artists. Unique paintings reflecting the cultural and heritage identity of Penang will adorn the bus shelters, making them ideal backdrops for photography by both tourists and locals.
Through this effort, the mayor hopes to attract even more tourists to this UNESCO World Heritage Site and add aesthetic value to its public amenities.
