THE Philippines and Israel have taken a major step to expedite bilateral trade after their Customs authorities signed a road map that could slash cargo processing time, reduce inspections, and give trusted exporters and importers faster access to both markets.
The Bureau of Customs and the Israel Customs Directorate have taken the significant step following their signing of a Joint Action Plan (JAP) that will pave the way for an Authorized Economic Operator Mutual Recognition Arrangement (AEO-MRA), which will make trade between the two countries faster and more efficient. The agreement, signed on July 13, launches negotiations between the two customs administrations for mutual recognition of their AEO programs — a move expected to streamline customs procedures and facilitate the movement of legitimate goods between the two countries. Customs Commissioner Ariel Nepomuceno and Israel Customs Directorate Director General Kfir Hen signed the road map, which sets out the timeline, technical activities and responsibilities that both sides will undertake before the agreement can be finalized. The JAP calls for a series of technical assessments, validation missions and information-sharing activities to determine whether the Philippines’ and Israel’s AEO programs meet equivalent international standards. These are key requirements before either country can formally recognize the other’s trusted traders.Once the MRA takes effect, companies accredited under the AEO program are expected to enjoy faster cargo release, fewer physical inspections, simplified customs procedures and more predictable border processing in both countries. The arrangement is also expected to strengthen risk management by allowing customs authorities to devote more resources to high-risk shipments while facilitating the movement of compliant traders. Officials say the system strikes a balance between trade facilitation and border security. Nepomuceno said the initiative demonstrates the Bureau’s commitment to building stronger partnerships with foreign customs administrations while helping Philippine businesses become more competitive in international markets. “Every partnership we build is an investment in the future of Philippine trade. By working closely with Israel, we are opening more opportunities for our trusted exporters and importers to move their goods faster, more efficiently and with greater certainty. This is about making government work better for our people, supporting our businesses as they grow beyond our borders and ensuring that trade remains both secure and seamless,” he said. The Customs chief added that expanding mutual recognition arrangements forms part of the bureau’s broader modernization agenda, which seeks to align Philippine customs operations with internationally accepted standards and best practices under the World Customs Organization. For exporters and importers, the agreement could translate into lower compliance costs, reduced cargo dwell time and fewer disruptions in the movement of goods — advantages that enhance the competitiveness of Philippine products in overseas markets. The partnership is likewise expected to deepen economic ties between Manila and Tel Aviv by encouraging greater trade and investment while reinforcing supply chain resilience through closer customs cooperation. The initiative also supports President Ferdinand Marcos Jr.’s directive to modernize government services, improve the country’s ease of doing business and strengthen the Philippines’ position as a competitive trading hub through faster, more secure and more efficient customs processes.
