PH must prepare now for super El Niño

FORECASTS issued last May have strengthened warnings that climate scientists have been making for months: the tropical Pacific is increasingly likely to develop into an El Niño, and a very strong, informally called “super,” event has become a leading possibility by late 2026.

A “super” El Niño generally refers to Niño-3.4 sea-surface temperature anomalies of about 2 C above normal, a scale of warming that reorganizes atmospheric circulation and amplifies weather extremes worldwide. Agencies and operational forecasting centers do not use “super” as an official category; the phrase is media and scientific shorthand and should be defined when used. This planetwide reconfiguration explains why what happens in the Pacific matters so deeply for the Philippines and the wider Asia-Pacific region.

“All indicators are, at this point, that the next year is going to be a pretty wild year from a global climate perspective,” said American climate scientist Daniel Swain, often described as the “Carl Sagan of Weather.” His observation is a sober reminder that the signals scientists monitor are not merely academic projections but early warnings of real impacts on people’s lives and livelihoods.

What causes an El Niño, and what makes one “super”?

At its core, El Niño is an ocean-atmosphere feedback. Normally, east-to-west trade winds push warm surface water into the western Pacific. When those winds weaken or reverse, sometimes in bursts known as westerly wind events, warm water moves eastward, generating downwelling Kelvin waves that deepen and warm the central and eastern tropical Pacific. Forecasters are closely monitoring subsurface heat content and these wind bursts because they are the physical mechanisms that sustain and amplify El Niño. The amount of subsurface heat and the timing of these wind events help determine whether a warm pulse develops into a modest event or a very strong episode.

In a warming world, higher baseline ocean temperatures and increased ocean heat content are changing the background conditions, increasing the likelihood that strong warm phases will produce even greater impacts. The latest State of the Global Climate report of the World Meteorological Organization confirmed that the climate system is already operating near record warmth, meaning that any El Niño now develops on top of an already hotter baseline.

The implications for the Philippines and Southeast Asia are immediate and practical. El Niño reorganizes large-scale atmospheric circulation. The Walker circulation weakens, monsoon moisture may shift or arrive later than usual, and storm tracks change. For the Philippines, strong El Niño events typically bring a delayed onset of the rainy season, prolonged dry spells, reduced river and reservoir inflows, and higher daytime temperatures on top of ongoing background warming.

That combination increases the likelihood of crop stress and failure, water shortages for households and agriculture, reduced hydropower generation, and heightened wildfire risk. Heat stress also poses direct threats to public health and labor productivity, especially among outdoor workers and communities with limited access to cooling or health care.

The humanitarian stakes are significant. Historically, very strong El Niño events have been associated with widespread agricultural losses, rising food prices and greater vulnerability among already marginalized communities. When a powerful climate signal coincides with limited social safety nets, weather becomes a driver of food insecurity, displacement and public health strain.

National agencies and local governments in the Philippines have already been urging early preparedness measures, including adjusting planting calendars, protecting water supplies, and preparing contingency plans for power and health services rather than waiting for complete certainty about the event’s peak intensity. Pagasa has already issued an El Niño Watch under its ENSO Alert System and is urging local governments and key sectors to begin preparedness measures.

Households and communities also have an important role to play. They can conserve and secure water supplies, strengthen household food security, prepare for extreme heat by drinking water frequently and avoiding strenuous outdoor work during the hottest hours of the day, plan for possible power and service disruptions, reduce wildfire risk by clearing dry vegetation around homes and observing no-burn orders, and stay informed through official advisories.

Policy and community responses are equally important. Local governments should accelerate drought contingency planning for water utilities, protect strategic food reserves, prioritize irrigation maintenance, and support farmers through access to drought-resistant crop varieties, agricultural inputs and timely technical advisories. The health sector and employers should implement heat preparedness plans, while energy managers should prepare contingency measures alongside demand-reduction campaigns. Investments in early warning systems, social safety nets and community water infrastructure will pay for themselves through reduced losses and faster recovery.

Finally, seasonal forecasting becomes more accurate as we move through mid-to-late 2026, but important uncertainties remain regarding the event’s peak intensity and its exact regional impacts. That uncertainty is not a reason to delay action. Many preparedness measures are inexpensive compared with the damage they can prevent. Acting early protects the most vulnerable while giving decision-makers time to refine their responses should the event ultimately develop into a confirmed very strong, or “super,” El Niño.
