THE Philippine Navy's Naval Command West (NCW) is set to conduct Mobilization Exercise (Mobex) 2026, bringing together its regular and reserve forces to strengthen operational readiness, interoperability and mobilization capability.
In a teaser released ahead of the activity, NCW announced the exercise under the theme "One Fleet. One Community. One Purpose." The command said the exercise will demonstrate the unity, readiness and resilience of its personnel while reinforcing the Navy's ability to rapidly integrate reservists into active duty operations. NCW has yet to announce the schedule and venue of the exercise.
Mobex is an annual Philippine Navy readiness exercise designed to test the mobilization of reserve units and their integration with regular forces during military operations, national emergencies and humanitarian missions. The exercise is conducted in line with Republic Act 7077, or the Citizen Armed Forces of the Philippines Reservist Act, which provides for the organization, training and mobilization of the country's reserve force.
Participants typically include Philippine Navy personnel, reservists assigned to Naval Command West, Naval Reserve units and, in some cases, members of the Philippine Marine Corps Reserve and the Armed Forces of the Philippines Reserve Command. Local government agencies and other civilian stakeholders may also participate in scenarios involving disaster response and civil-military coordination.
Past Mobex exercises featured call-up procedures, administrative and medical processing, equipment issuance, command post exercises, maritime security operations, amphibious operations, search-and-rescue drills, disaster response scenarios and field training exercises aimed at validating the readiness of reserve units for deployment alongside regular forces.
Unlike multinational exercises such as Balikatan, Kamandag and Sama Sama, Mobex is a Philippine-led mobilization exercise focused on enhancing the Navy's reserve force and improving its interoperability with regular units. The exercise does not normally involve foreign troops, as its primary objective is to assess the Philippine Navy's ability to generate, mobilize and sustain forces using its own personnel.
The exercise also evaluates command and control systems, mobilization procedures, communications and logistics support while ensuring that reservists can seamlessly augment active-duty units during contingencies. It serves as a refresher for trained reservists and provides specialized instruction in naval operations, maritime security, humanitarian assistance and disaster response, making them effective force multipliers during crises.
Headquartered in Puerto Princesa City, Palawan, Naval Command West is the Philippine Navy's primary operational command in the West Philippine Sea. The command is responsible for safeguarding the country's western maritime domain, protecting Philippine territorial waters and exclusive economic zone, and supporting maritime security and territorial defense operations in one of the country's most strategically important areas.
