Kuala Lumpur, 8 October 2025 (Wednesday) – Permodalan Kedah Berhad (PKB) has officially signed a Memorandum of Understanding (MoU) with Bumi Barakah Development Sdn Bhd and Mediconsult Sdn Bhd to explore a strategic collaboration for the development of a 100-bed private hospital in Anak Bukit, Alor Setar, Kedah. The project carries an estimated Gross Development Value (GDV) of RM165 million, with expansion potential of up to 300 beds in the future.
The primary objective of this MoU is to strengthen Kedah’s healthcare ecosystem through the establishment of a modern medical facility conceptualized under an “Asset-Light Operator Model”, where a certified hospital operator will manage the facility without assuming construction risks.
Under the terms of the MoU, PKB will serve as the strategic coordinator, facilitating engagements with state and federal authorities while also evaluating potential investment or equity participation. Bumi Barakah Development Sdn Bhd will provide approximately five acres of prime land strategically located between Raia Hotel and Alor Setar Airport, and will act as the Project Promoter, overseeing land ownership matters as well as negotiations with investors and construction partners. Meanwhile, Mediconsult Sdn Bhd will take the lead as Lead Consultant, spearheading hospital planning and design, offering technical advisory services, and ensuring full compliance with the Ministry of Health (MOH) standards.
The signing ceremony was witnessed by Mr. Mohd Azad bin Jasmi, Group Chief Executive Officer of PKB, who represented the company in signing the MoU, alongside Ms. Muzzaini binti Abd Rahman, Business Development Manager of PKB. The event was also attended by representatives from Mediconsult Sdn Bhd and Bumi Barakah Development Sdn Bhd as strategic project partners.
This strategic partnership marks a significant milestone in advancing Kedah’s healthcare and investment landscape.
