This call to action follows the recent tragic death of a TikTok influencer, a case that has underscored the severe consequences of online harassment.
The Prime Minister has expressed profound dissatisfaction with the growing issue of cyberbullying. According to Fahmi, Anwar Ibrahim has explicitly instructed the MCMC and the police to adopt a zero-tolerance approach towards such incidents. "The Prime Minister has stated that he is very dissatisfied with the cyberbullying incidents and has asked the MCMC and the police to take stern action. We need to strive to stop cyberbullying from continuing," Fahmi conveyed during a media conference held after a Cabinet meeting.
In response to the incident involving the TikTok influencer, Fahmi revealed that he had initiated contact with TikTok’s representatives, urging them to take responsibility and collaborate more closely with the Communications Ministry to address and mitigate cyberbullying on their platform. "They (TikTok) are ready to give better and closer cooperation to the Communications Ministry to overcome the problem and agreed to meet us," he said.
Additionally, Fahmi emphasized that both the MCMC and the police have agreed to streamline the process for lodging cyberbullying complaints, making it more accessible for victims to report incidents. This initiative is part of a broader strategy to enhance the enforcement of laws related to online harassment.
To further tackle cyberbullying, the Communications Ministry is considering amendments to existing legislation, including the Penal Code and the Communications and Multimedia Act 1998. Fahmi noted that there are ongoing efforts to evaluate whether these laws need to be updated or if new legislation specifically targeting cyberbullying should be introduced. "The ministry will review amendments to existing laws and will also scrutinize if there is a need to create or enact a new act specifically for cyberbullying," he said.
Fahmi mentioned that a previous study on cyberbullying, which was not pursued by the former government, will be revisited. The policy division of the Communications Ministry has a report that will be reviewed to determine its suitability for presentation in Parliament or if it requires improvements. This reflects the ministry’s commitment to ensuring that legislative measures are robust and effective in combating cyberbullying.
In addressing the broader issue of fake accounts on social media, Fahmi highlighted the need to reduce the prevalence of these accounts, which are often used to perpetuate cyberbullying. "Many think that if we use fake accounts, we can say whatever we want to whoever we want without any repercussions or negative effects on us. So, what we ultimately see are the most extreme incidents, like what occurred recently," he said, alluding to the tragic case of the TikTok influencer.
The government's stance signals a significant shift towards stronger regulatory oversight and a more proactive approach in dealing with cyberbullying. By collaborating with social media platforms, amending existing laws, and possibly introducing new legislation, the aim is to create a safer online environment for all users. This multifaceted strategy underscores the urgent need to address the growing menace of cyberbullying, ensuring that perpetrators are held accountable and victims receive the support they need.
