Fahmi said the allocation was a special provision under the Prime Minister’s purview, with its distribution determined by the Prime Minister.

KUALA LUMPUR: The Prime Minister’s special allocation is not channelled to Members of Parliament (MPs), but directly to people who require assistance, said Communications Minister Datuk Seri Fahmi Fadzil.

Fahmi said the allocation was a special provision under the Prime Minister’s purview, with its distribution determined by the Prime Minister.

“If we look at the Malaysia Plan documents and Budget documents, what is referred to is the Prime Minister’s special allocation.

“So, it is up to the Prime Minister to determine how it should be channelled,” he told reporters after officiating at the Safe Internet PIBG Convention 2026 for the Federal Territory of Kuala Lumpur here today.

Fahmi said the allocation was not necessarily channelled through MPs, as its primary objective was to ensure that assistance reached those who needed it.

He stressed that the allocation could not be used by MPs for their personal benefit, but was intended to assist residents and voters within their respective parliamentary constituencies.

“Even for me, MyKHAS cannot be used for myself. MyKHAS is meant for the people, residents and voters in the parliamentary constituency, and I cannot use it for myself.

“So, what the Prime Minister said is correct, accurate and true,” he said.

Fahmi said applications for assistance under the MyKHAS allocation were managed by the Implementation Coordination Unit (ICU) of the Prime Minister’s Department, including applications from opposition-controlled states.

“Anyone who requires assistance through MyKHAS can have their application handled by the ICU. In opposition states, for example, any applications can be channelled through the ICU,” he said.

He said the mechanism did not pose an issue as the allocation would be channelled directly to the people rather than MPs.

“There is no problem or issue because the money will be delivered directly to the people. It has never, at any point, been given to MPs,” he said.

Fahmi was responding to claims by Ampang MP Rodziah Ismail and Petaling Jaya MP Lee Chean Chung over alleged restrictions on constituency allocations, which they said had affected the distribution of assistance to residents.

Rodziah had previously claimed that access to the MyKHAS system used to apply for and coordinate constituency allocations had been blocked since July 29, affecting assistance for residents, including senior citizens, persons with disabilities, chronic patients and local institutions under the Projek Mesra Rakyat (PMR).

Lee also claimed that the remaining RM3 million allocation for his constituency was no longer being channelled through the elected MP after access to his MyKHAS portal was blocked in late May.

Prime Minister Datuk Seri Anwar Ibrahim had previously denied claims that MPs’ allocations had been blocked, stressing instead that assistance was being channelled directly to the people through relevant projects and initiatives.
