Bukit Aman NCID recorded over 205,000 arrests and seized RM2.96 billion worth of drugs and poisons during the first 10 months of the year.

SHAH ALAM: Police seized RM2.96 billion worth of drugs and substances regulated under the Poisons Act in the first 10 months of this year, while more than 205,000 drug-related arrests were recorded nationwide.

Bukit Aman Narcotics Criminal Investigation Department (NCID) Director Commissioner Datuk Hussein Omar Khan said 184,732 cases involving 205,536 arrests were recorded between January and October following intensified enforcement against drug trafficking and abuse.

“Of the total, 76,228 cases involved drug supply and possession, resulting in 97,119 arrests, accounting for 47% of all arrests.

“The remaining 108,417 arrests, or 53%, involved drug abuse under Section 15(1)(a) of the Dangerous Drugs Act 1952,” he said at a press conference held in conjunction with a drug exhibit disposal ceremony at the Selangor police headquarters today.

Also present was Selangor police chief Datuk Shazeli Kahar.

Hussein said the seizures included 39,186.88kg of solid drugs and 31,176.56 litres of liquid drugs.

He said the department had also confiscated substantial quantities of substances regulated under the Poisons Act during the same period.

“We recorded seizures of 47,062.80kg and 112,600.94 litres of substances regulated under the Poisons Act.

“The combined value of the drugs and poisons seized during the first 10 months of this year amounted to RM2.96 billion,” he said.

Asked whether the increase in seizures reflected stronger enforcement or a growing supply of illicit drugs, Hussein said both factors were involved.

“I would say yes to both. Enforcement has intensified, but drug trafficking activities have also increased.

“The drug market is growing, especially for methamphetamine and cannabis buds,” he told reporters.

Hussein said syndicates exploited individuals with and without criminal records to transport drugs and coordinate deliveries.

“There are those with criminal records and those without. They exploit every available opportunity.

“It is not just individuals without criminal records. Those with records are also involved in drug supply, acting as coordinators, transporters and in other roles,” he said.

Meanwhile, Hussein said the value of drug exhibits disposed of nationwide this year stood at RM1.93 billion. The exhibits comprised 45,711kg of solid drugs and 60,880 litres of liquid drugs.

Selangor accounted for the largest disposal value, at RM1.71 billion, followed by Sabah at RM120.4 million and Johor at RM40.02 million.

The disposal exercise in Selangor involved 37,276kg of drugs linked to 6,526 investigation papers covering cases concluded between 2009 and 2025.

Methamphetamine accounted for nearly 90% of the solid exhibits by weight, with 33,500kg earmarked for destruction. Other exhibits included 714kg of ketamine, 260kg of ketum leaves and 104kg of cannabis.

The liquid exhibits included 1,402 litres of ketum juice and 458 litres of MDMA. Hussein said the exhibits had been approved for disposal following the completion of the relevant legal proceedings.

The department also disposed of exhibits linked to 13,342 narcotics investigation papers nationwide, involving cases dating from 1991 to 2025. Sarawak accounted for 2,383 papers, while Perak accounted for 2,069.

Of the cases covered, 90% involved offenders who had been charged and sentenced, 8% ended in acquittals and 2% involved seizures without arrests.

The exhibits are classified as scheduled waste and must be managed in accordance with the Environmental Quality (Scheduled Wastes) Regulations 2005. Disposal is carried out at licensed facilities.

The Selangor exhibits will be destroyed at a clinical waste treatment facility in Telok Panglima Garang, Banting, through controlled incineration using a high-technology incinerator.
