SEN. Erwin Tulfo has demanded measurable results from four government agencies to justify their proposed budgets.
At the Senate Committee on Finance Subcommittee budget hearing on Friday, Tulfo said the proposed funding for the Movie and Television Review and Classification Board, Optical Media Board, Film Development Council of the Philippines and Philippine Racing Commission should be evaluated not simply on how much each agency needs, but on what the public stands to gain from the spending.
“Horse racing is becoming more technologically driven. Media piracy is becoming increasingly digital. Television and film consumption are moving toward online platforms. And the creative economy is becoming increasingly global,” Tulfo said.
He stressed that budget deliberations should focus on outcomes and public value rather than merely the size of agency appropriations.
“Every allocation must have a corresponding public benefit. We need stronger accountability, measurable outcomes, efficient use of resources, and programs that directly benefit Filipino workers, consumers, artists and entrepreneurs,” Tulfo said.
