
A CONSORTIUM has been launched to allow US universities to send students to the Philippines for short-term courses, semester exchanges, and faculty-led programs.
The Consortium for Study Abroad in the Philippines (CSAP) was launched last March 24 in a ceremony led by the Philippine-American Educational Foundation (Fulbright Philippines), Commission on Higher Education (CHED), Department of Tourism, Department of Foreign Affairs, and US Embassy in the Philippines.
The initiative will involve 15 of the Philippines’ top Higher Education Institutions. The founding members include the Ateneo de Davao University, the University of the Philippines (UP) Los Baños, UP Visayas, and Silliman University.
The US Embassy said CSAP aims to attract more American students by promoting Philippine universities as destinations for study and cultural immersion, positioning the country as a hub for international education.
Fulbright Philippines Executive Director July Amador III said CSAP is a “unified national gateway built on four strategic pillars: Standardized Academic Rigor, Uniform Duty of Care, ‘Living Laboratories,’ and Streamlined Mobility.”
“By providing this structured pathway, we ensure that students and scholars gain not only global-standard academic knowledge but also a deeper appreciation of the cultures and communities that shape our societies,” Amador added.
US Embassy Counselor for Public Affairs Jessica Simon said that educational exchanges are an important cornerstone of Philippine-US relations, especially with the two countries celebrating the 80th year of diplomatic relations in 2026.
“Beyond academic growth, at its core, welcoming US students and faculty for cultural exchange and collaborations unite people and cultures. The United States remains committed to deepening our partnership with the Philippines through scholarships and exchanges to empower our people, develop our workforce, and prosper together,” Simon said.
CHED Chairman Shirley Agrupis noted that global education now runs on reliability and that partner institutions “need to know that programs are comparable, credits can be transferred, and students will be supported from admission to completion.”
