Kota Kinabalu: A proposal to corporatize the Sabah Water Department (JANS) aims to resolve long-standing water management challenges, including water scarcity, supply disruptions, and operational inefficiencies.

Dr. Amarjit Singh, former Director of JANS, highlighted that the transition is essential to address issues like non-revenue water and aging infrastructure.

“Corporatisation will enable us to address long-standing issues such as non-revenue water and infrastructure decay,” he said, emphasizing the need for modernized systems to enhance revenue and reinvest in services.

He argued that the corporatisation model, proven successful in entities like Telekom Malaysia and Tenaga Nasional, would provide JANS with greater autonomy, enabling quicker decision-making and more efficient operations.

“With the ability to generate revenue through tariffs and attract private investment, JANS would reduce its dependency on state funding and improve long-term financial sustainability.

However, concerns remain, particularly regarding potential increases in water tariffs, which could burden low-income households.

“Experts suggest gradual tariff adjustments and targeted subsidies for vulnerable communities to mitigate the impact.

“The transition may also affect the department’s civil service workforce, raising questions about job security and benefits.

He emphasized the need for clear conversion frameworks to ensure a smooth transition for employees.

“Additionally, the vast geographical spread of Sabah, which includes many rural and remote areas, presents unique challenges.

“The government must ensure rural communities receive the same attention and quality of service as urban ones,” Dr. Singh urged.

With the proposal gaining traction, the state government is advised to conduct comprehensive consultations with stakeholders, including residents and non-governmental organizations, to ensure transparency and uphold public trust in the transformation.
