Al-Khelaifi has taken issue with Barca's economic levers, which has seen them sell off key assets to raise cash and balance the books.
"Is it fair? No, it's not fair... Is it legal? I'm not sure," Al-Khelaïfi said of the sale of FC Barcelona's assets.
"If they allow it, others will do the same," he said. "UEFA Of course, it has its own [financial] regulations. Surely they will look at everything."
On the other hand, he also declared that he was "really sure that no one will allow the Super League to happen" , because "we need to think of everyone, not just ourselves; we must respect our fans".
