The London Evening Standard says Mustafi and Elneny could still be on their way out of Arsenal.
Foreign clubs can purchase players from English teams until the end of this month.
Mustafi's availability has been known for some time.
Meanwhile, Turkish side Galatasaray are interested in Elneny but an agreement has not yet been struck.
