In recent discussions surrounding the enhancement of English language education in Malaysia, former minister Tan Sri Rafidah Aziz has voiced a compelling argument for utilizing local retired English teachers over recruiting educators from Singapore.

This suggestion comes in response to Prime Minister Dato' Seri Anwar Ibrahim’s conversation with his Singaporean counterpart, Lawrence Wong, about the potential for Singaporean teachers to teach in Malaysia as part of a joint educational initiative. Anwar Ibrahim later clarified that this joint initiative involves volunteers as English language teachers from Singapore. However, the allowances paid to these volunteers could still be higher compared to rehiring local retired English teachers.

Rafidah Aziz’s proposal is rooted in both economic and pragmatic considerations. Hiring Singaporean teachers would necessitate remunerating them in Singapore dollars, which, due to the exchange rate, would cost approximately three and a half times more than paying teachers in Malaysian ringgit. This financial burden could be mitigated by tapping into the pool of retired Malaysian teachers who possess extensive experience and proficiency in teaching English. Rafidah advocates for offering these retired professionals competitive pay rates equivalent to what would be offered to Singaporean teachers, thus ensuring high-quality teaching without the added financial strain.

Moreover, Rafidah emphasizes the potential benefits of utilizing domestic talent. Many retired Malaysian teachers possess a deep understanding of the local educational context and are well-versed in the cultural and linguistic nuances of Malaysian students. This familiarity could facilitate more effective teaching and learning processes, thereby boosting English proficiency among students.

While acknowledging the value of international cooperation in education, Rafidah also stresses the need for a sustainable, long-term strategy to improve English language skills among Malaysian youth. This includes revising the teacher training syllabus to enhance English language competency and updating the school syllabus to prioritize English proficiency. To alleviate the pressure on students, she suggests that English should not be treated merely as an examinable subject but as a core language skill to be developed.

Prime Minister Anwar Ibrahim’s discussions with Singapore’s Lawrence Wong have highlighted ongoing collaborative efforts, such as a joint education project between Johor and Singapore. This initiative involves a new curriculum and the exchange of programs and teacher training. While these international collaborations hold promise, Rafidah’s suggestion underscores the importance of leveraging local expertise to address immediate educational needs.

Rafidah Aziz’s proposal to re-engage retired Malaysian teachers in the nation’s efforts to enhance English proficiency presents a financially viable and contextually relevant solution.

By focusing on long-term improvements in teacher training and curriculum development, Malaysia can create a robust framework for English education that prepares its youth for global challenges while honoring and utilizing its own educational heritage.
