Hence, the decision to develop and manage the database internally by civil servants is seen as a proactive measure to address these concerns. Rafizi emphasizes that the goal is not solely focused on the database itself but on building and transforming the public service to meet world-class standards. The apprehension expressed by Malaysians about possible data leakages when Padu was launched is a valid concern.
However, Rafizi assures the public that these concerns were promptly addressed. The Economy Ministry has taken immediate action in resolving issues related to Padu registration, such as addressing bugs and vulnerabilities highlighted by social media users. Furthermore, the traditional model of appointing private companies or vendors to develop integrated government applications is viewed as outdated.
Third-party vendors are typically restricted to the specific terms outlined in their contracts with the government, which often limits their engagement to predefined tasks. Conversely, developing digital products and services is an ongoing process that requires continuous improvements over time. By having the database managed internally by civil servants, greater flexibility and adaptability can be achieved to enhance the efficiency and effectiveness of Padu.
The government has set ambitious targets for Padu, with the aim of having 500,000 users accessing the platform and 200,000 users updating their information on a daily basis. The registration process for Padu has been smooth so far, with over half a million Malaysians registering and more than a quarter of a million completing the electronic know-your-customer (e-KYC) process.
While challenges are expected as the registration process progresses, the government anticipates the peak registration period to occur in March.
